PROBLEM TO BE SOLVED: To provide a rolling sliding member having a low dusting property as well as high corrosion resistance and usable in a corrosive atmosphere over a long period of time, and to provide a rolling device. SOLUTION: The rolling device (a rolling bearing) comprises an inner ring 1 as a raceway member having an inner ring side raceway groove 1u, an outer ring 2 as a raceway member having an outer ring side raceway groove 2u, and a plurality of rolling elements (balls 3) arranged between the inner and outer rings. On a rolling sliding surface, a corrosion resistant coating 5 is formed of Ni-P. Laid on the surface of the corrosion resistant coating 5, a solid lubricating film 6 of a film thickness of 5μm or smaller is formed of bisallylnadiimide and polytetrafluoroethylene. The solid lubricating film 6 is smooth and firm enough to suppress dust generation from the bearing. In place of the solid lubricating film 6 which is easily permeable to a corrosive gas along the process of use, the corrosion resistant coating 5 prevents the corrosion of a rolling portion or a sliding portion of a coating base material.
