PROBLEM TO BE SOLVED: To provide a floor substrate which facilitates construction of a floor, and contributes to drastic reduction of an influence of heavyweight impact sound or lightweight impact sound, and to provide a method of constructing a floor structure. SOLUTION: The floor substrate 1 is formed by fitting a foamed resin cover 3 onto a foamed resin casing 2 having an open upper surface, and fitting elastic cushioning bodies 7 protruded from an inner surface of the cover 3 into the casing 2.
