PROBLEM TO BE SOLVED: To provide a magnetic recording medium in which a recording layer is formed in a prescribed recessed and projecting pattern, a recording element is formed as a projecting part of the recessed and projecting pattern to have high surface recording density and a crash of a magnetic head hardly occurs to have high reliability, and a magnetic recording and reproducing device provided with such a magnetic recording medium. SOLUTION: This magnetic recording medium 12 includes a recording layer 24 with a recording element 24A formed as a projecting part of the prescribed recessed and projecting pattern and a non-magnetic filling element 28 filled in a recessed part 26 between recording elements 24A, which are formed on a substrate in the prescribed recessed and projecting pattern, wherein the top face of the filling element 28 is formed while partially denting toward the substrate 22 side and a groove part 30 narrower than the recessed part 26 is formed on the surface 32.
