PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical filter whereby a barrier laminated film free from a pin hole through which gas passes is formed on a color filter substrate or a color conversion substrate with fewer steps and at a low cost, deterioration in an organic EL element is prevented by the prevention of partial passage of gas, and adequate image display free from a defect such as a dark area is ensured, and to provide an organic EL display composed by using this. SOLUTION: The method of manufacturing the optical filter 10 in which at least a color filter layer 3 for correcting the color of incident light of each pixel is formed on a transparent substrate 1 includes the step of forming a transparent gas barrier layer 6 onto the color filter layer 3 by a vacuum deposition method, and the step of forming a transparent layer 7 onto the gas barrier layer 6 by a wet application method.
