PROBLEM TO BE SOLVED: To provide an image satisfying the taste of a user easily and quickly.

SOLUTION: A video signal inputted from an input unit 11 is delivered through an altering section 12 to an output device 13 and displayed. A user sets a zoom rate by operating a knob 32 at the altering section 12, and specifies the resolution and the degree of noise rejection in time resolution creation processing by operating knobs 22 and 24. The zoom rate, the degree of noise rejection, and the resolution regulated by the user are stored as records in a storage section 41. When a predetermined zoom rate is specified by the user, an optimizing section 42 predicts the degree of noise rejection and a resolution optimal for that zoom rate based on the records and sets a predicted value at the altering section 12. The invention is applicable to a television receiver.
