<P>PROBLEM TO BE SOLVED: To provide a controller which safely controls an electric motor at deceleration stoppage. <P>SOLUTION: The controller 10 has a control part 14 which controls the drive of a motor 12, a monitoring part 16 which monitors the action of the motor 12, and a judging part 18 which judges whether the velocity of the motor 12 monitored by the monitoring part 16 is normal or abnormal when the control part 14 decelerates and stops the motor 12.
