A maximum power regulating circuit is disposed to regulate applied electric power in the transient period so that it does not exceed the upper limit power line M1 or M2 reduced over the course of time, after the application of the maximum initial power. This prevents the excessive transient electric power application from continuing for a period longer than necessary at the load abnormal times, suppresses the calorific value, and prevents the thermal destruction or the like.
