<p><P>PROBLEM TO BE SOLVED: To efficiently collect road surface information of a limited monitor region with less communication expenses by using a standard vehicle. <P>SOLUTION: One or more on-vehicle devices each of which includes a vehicle position detection means, a communication means, a detector group for collecting road surface information, and a control means are connected to a server of an information center through a communication network. The server transmits collection items and conditions of road surface information and a collection object region to the on-vehicle devices to instruct them to collect information. Control means of the on-vehicle devices receive and store transmitted information and uses detector groups to perform instructed information collection in response to their entrance to the indicated collection object region and transmit collected information to the server.
