PROBLEM TO BE SOLVED: To solve problems of a conventional wireless LAN device that hand-over processing in a short time is required since a radio terminal device under communication moves between access points with the movement of a train or the like if trying to apply a wireless LAN to the train, but this hand-over processing takes a long time, a momentary disconnection time becomes longer in the case of high-speed movement, appropriate hand-over can not be performed, and the like. SOLUTION: In a mobile communication system including a plurality of access points (120) that accommodate a radio terminal device (130) in a predetermined order, one access point (120a) notifies the radio terminal device (130) of neighboring access point information and the radio terminal device (130) performs hand-over, based on this neighboring access point information and its own moving direction information, from the above access point (120a) to a neighboring access point (120b).
