PROBLEM TO BE SOLVED: To provide a positioning system or the like capable of removing a multi-path, while reducing the load on a terminal device. SOLUTION: This information-providing device 50 has a temporary coordinate information reception means for receiving temporary coordinate information for showing the temporary coordinate of the present position from the terminal device 20, a map information storage means for storing map information including the position and the height of a circumstance constituting object, a specified domain map information generating means for generating specified domain map information for showing the map of a specified domain including the temporary coordinate, based on the map information and the temporary coordinate information, a sky satellite information generating means for generating sky satellite information on a sky satellite which is a position information satellite positioned in the sky of the temporary coordinate, based on the temporary coordinate information, an unobservable satellite information generating means for generating inobservable satellite information for showing an unobservable sky satellite from the temporary coordinate based on the specified domain map information and the sky satellite information, and an unobservable satellite information transmission means for transmitting the unobservable satellite information to the terminal device.
