PROBLEM TO BE SOLVED: To provide an image retrieval system which satisfies required prominence and preferable to perform layout in accordance with the number and the amount of layout elements. SOLUTION: A layout device 100 has an image registration DB 10 which registers an image to be an eye catch element by associating it with classification attribute and size, a characteristic information conversion dictionary registration DB which registers a characteristic information conversion dictionary which specifies correspondence relation of classification attributes of the image, size of the image and prominence characteristic information and a characteristic information conversion part 20 which mutually converts the classification attributes, the size and the prominence characteristic information using the characteristic information conversion dictionary. Then, the classification attributes, the size are inputted as a first retrieval key, the size after change is inputted as a second retrieval key, the prominence characteristic information is calculated by the characteristic information conversion part 20 based on the first retrieval key, the classification attributes are calculated by the characteristic information conversion part 20 based on the obtained prominence characteristic information and the second retrieval key and an image coincident with the obtained classification attributes and the second retrieval key is retrieved from the image registration DB 10.
