PROBLEM TO BE SOLVED: To provide a URL filtering system, a method, a program and a recording medium, by a context performing filtering for selecting a URL of a Web site, performing retrieval on the basis of the context of a user when retrieving the Web site. SOLUTION: This URL filtering system has: a network constructed by setting an access history of the URL of the Web site accessed by the user as the context and connecting a plurality of users each having a similar context; URL lists 14, 15, 16 registered and produced by selection of the user from the URLs, and owned by each the user; a URL transmission means 13 owned by each the user so as to transmit the URL registered in the URL list 14, 15, 16 to another user except the user via the network; and a URL acquisition means 10 owned by each the user so as to receive the URL transmitted by the URL transmission means 13 and to register it into the URL list 14, 15, 16 of oneself.
