PROBLEM TO BE SOLVED: To provide a charging and discharging apparatus for a cellular phone, where a portable charging and discharging apparatus is charged rapidly first and after that a cellular phone battery is charged unhurriedly where a user goes. SOLUTION: The charging and discharging apparatus for the cellular phone includes a stationary charging and discharging apparatus for common use 16 placed at a convenience store or at any public space and connected to a commercial electric source 18, an electricity accumulating part 7 composed of an electricity double layer capacitor 8 accumulating electric energy supplied by the charging and discharging apparatus for common use 16 when connected, and a fixed voltage output part 10. Moreover, it includes numerous portable charging and discharging apparatuses 20 carried by a lot of users beforehand and freely connectable to and removable from the charging and discharging apparatus for common use 16. The user connects the fixed voltage output part 10 of the portable charging and discharging apparatus 20 to the battery 11 of the cellular phone T freely connectably and removably, charging the cellular phone while carrying.
