<p><P>PROBLEM TO BE SOLVED: To manage a participating user's message and reference authority, reply authority and deletion authority over the message, to achieve purposes of an electronic conference room and an electronic bulletin board and to exclude an inappropriate message in the electronic conference room and the electronic bulletin board. <P>SOLUTION: In the electronic conference room and the electronic bulletin board, users who manage the message and user authority over the message is created. The users can add, correct and delete a record on an object table of a database. A program provides authority applicable to each user from a specified value of the record.
