PROBLEM TO BE SOLVED: To control play of a support structure of a movable member used under wide environment temperature range such as an exhaust control valve. SOLUTION: Low melting point metal 23 is sealed in a boundary part between a large diameter part 21 of a shaft 11 which is a movable member and a recess part 2 of a shaft support part 13 which is a support member by a seal material 24. Since low temperature metal 23 is solid under normal temperature, the large diameter part 21 is closely supported by the recess part 22 at a time of normal temperature. Since low melting point metal 23 melts under operation temperature of a bypass control valve 6, the boundary part between the large diameter part 21 and the recess part 22 is lubricated by melting low melting point metal 23.
