Scale-like composite particles having oily feel as well as soft and smooth feel are provided. The scale-like composite particles include inorganic oxide particles having an average diameter in a range from 0.1 to 3.0 mum and adhered in a single layer to a surface of resin-coated scale-like inorganic particles. The scale-like inorganic particles may include natural minerals such as mica, talc and sericite, synthetic mica, synthetic sericite, plate-like titanium oxide, and resin may include resin having rubber-like elasticity such as polyurethane, styrene-butadiene copolymer, acrylonitrile-butadiene copolymer, silicone rubber, crude rubber and nylon-based elastomer.
