Insulating material includes a fiber component and a bitumen-polymer binding agent. The fiber component is made of multi-layer glass material, its upper layer is connected to the bitumen-polymer layer formed of bitumen-polymer binding agent including bitumen modified with polymer and filling agent, additionally it has covering layer placed at the bitumen-polymer layer and arranged as polymer film or fine-grain powder. At that the thickness of the material is from 1.8 to 4.2 mm, and the thickness of the multi-layer glass material is from 0.5 to 2.8 mm, respectively. The other object of the invention is a method to obtain insulating material, it provides formation of material of fiber component and bitumen-polymer binding agent. At fiber component one uses multi-layer glass material at each layer of this one, one forms a bitumen-polymer layer made of bitumen-polymer binding agent, and to the bitumen-polymer layer formed one applies the covering layer as polymer film or fine powder. At that, the formation of the bitumen-polymer layer is carried out at temperature 170 -200 DEGREE C, and application of the coating layer is implemented after cooling to temperature about 80 DEGREE C.
