PROBLEM TO BE SOLVED: To provide an LED light-emitting device which enables the increase in the efficiency of using light.SOLUTION: An LED light-emitting device (200) comprises: a substrate (1); a first dam material (2) provided on the substrate; a second dam material (3) arranged to surround the first dam material; a first LED (L1) disposed inside the first dam material; a first phosphor-containing resin region (6) formed out of contact with the first dam material so as to cover the first LED; a second LED (L2) disposed between the first and second dam materials; a second phosphor-containing resin region (7) formed between the first and second dam materials so as to cover the second LED. The first phosphor-containing resin region is arranged so as to form an inside region (9), where the surface of the substrate is exposed, between the first dam material and the first phosphor-containing resin region.SELECTED DRAWING: Figure 3
