PROBLEM TO BE SOLVED: To restructure a dictionary with an optimum vocabulary by properly narrowing down words to be recognized with a keyword and to obtain a proper recognition result through subsequent speech recognition processing. SOLUTION: A recognition processing means 11 of a signal processor 6 uses a keyword extracted from a user utterance sentence through 1st speech recognition processing as a retrieval key to narrow down words to be recognition for dictionary restructuring. At this time, a narrowing-down degree judging means 12 judges how much the words to be recognized are narrowed down by the recognition processing means 11, and relaxes narrowing-down conditions and then narrows down the words to be recognized again when it is judged that the words to be recognized are excessively narrowed down. Then the dictionary is restructured with the words to be recognized which have been narrowed down to an optimum vocabulary and a final recognition result for the user utterance sentence is obtained through 2nd speech recognition processing using the restructured dictionary.
