PROBLEM TO BE SOLVED: To improve precision of transient state or enhance reliability and to realize power saving, while reducing the size by improving the operating characteristics of an output regulator. SOLUTION: The duty cycle limiter limits the transfer of energy between an input source and the regulated output of an output regulator. The output regulator has regulator characteristics, and a calculated duty cycle for controlling transfer of energy between the input source and the regulated output. The duty cycle limiter comprises a digital controller, generates a reference level, and compares the regulator characteristics of the output regulator with the reference level thus determining a maximum duty cycle. The digital controller controls the reference level, with frequency at least equal to the switching frequency of the output regulator.
