PROBLEM TO BE SOLVED: To solve a problem of imperfect downloaded data and imperfect renewal of a program when a program renewal method using a broadcast electric wave is applied to a broadcast receive device, such as a mobile receive device, in which a receive condition becomes unstable according to the receiving place or environment, and to solve a problem in which the program cannot be renewed if a user uses the mobile receiving device even after the data to be downloaded to a memory was stored normally. SOLUTION: Only when it is determined that a receive condition is stable through a data accumulation determining means 40i, the download data sent through splitting transmission is accumulated, and the program is renewed when it is determined as stand-by of power supply or off time of power supply through a receive condition determining means 40k.
