PROBLEM TO BE SOLVED: To provide a recording and reproducing device and a television broadcast receiving device equipped with an operation means whose operation procedures for video/audio recording and reproduction are simple and which can prevent misoperation. SOLUTION: The recording and reproducing device is equipped with an operation input means 105 for video recording comprising a control function group used for video recording and an operation input means 106 for reproduction comprising a control function group used for reproduction discriminatingly, independently, and individually, and further equipped with a switching means of switching one of the operation input means into an effective state of exclusive operation. The respective control function groups as the operation input means may be constituted discriminatingly for video recording and reproduction by using operation buttons on a console panel and/or a remote controller, or a corresponding control function for video recording or reproduction may be performed by displaying an operation picture consisting of virtual button images discriminated between video recording and reproduction on a video output signal and displaying the resulting signal on a screen where video is displayed and selecting one of the virtual button images by using an operation button on the control panel and/or the remote controller.
