PROBLEM TO BE SOLVED: To realize accurate biometrics while reducing a memory quantity. SOLUTION: An input part 10 inputs a plurality of partial images corresponding to a user of an authentication object. An extraction part 12 extracts a characteristic point of fingerprint in each of the input partial images. A generation part 14 composes characteristic points extracted in a plurality of pieces of partial information to generate information for authentication characteristic point. An acquisition part 16 acquires information for reference characteristic point from a storage part 50 at the time of executing authentication. A rotation part 18 performs phase rotation to the generated information for authentication characteristic point so that a phase component contained in the generated information for authentication characteristic point gets close to a directional component contained in the acquired information for reference characteristic point or a phase component thereof. An authentication part 20 authenticates the information for authentication characteristic point the phase of which is rotated by the information for reference characteristic point.
