PROBLEM TO BE SOLVED: To provide a toilet bowl-cleaning device having a simple structure that cleans a toilet bowl, by supplying a proper amount of cleaning water corresponding to the usage condition of a user, has a self-diagnostic function for cutoff of cleaning water supply, and can be easily maintained. SOLUTION: An output of a Doppler sensor 11 is amplified by an amplifier 31, and the frequency spectrum is determined by an FFT calculating section 32. A flow rate is converted by a flow rate computing section 33, based on the frequency spectrum. A controller 34 operates other devices, based on the flow rate computed by the flow rate computing section 33 and the operating condition of an instruction button 16 for cleaning. A cleaning water-delivering valve 36 opens and closes by the instructions of the controller 34. Electrolytic water for preventing formation of urolith in a drainpipe is produced by an electrolytic water-producing section 38, and then is flushed out from an exhaust port, when an electrolytic water-delivering valve 39 is open.
