PROBLEM TO BE SOLVED: To provide a cutoff valve device capable of performing normal valve operation, by escaping from a fixed state, while reducing electric power consumption. SOLUTION: A driving control circuit 5 controls driving of a stepping motor 3 so as to output large torque TpM set to a larger value than preset ordinary torque TpO, when moving a valve element 2 after keeping a position of the valve element 2 in a constant state over a period not more than a predetermined periodΔtth1-2, and when moving the valve element 2 after keeping the position of the valve element 2 in a constant state over a period less than a predetermined period tth1-2.
