PROBLEM TO BE SOLVED: To provide a structure and a method for full sealing of a self-adhesive packaging bag. SOLUTION: The packaging bag is made into a quadrilateral bag structure, the three sides are made into closing sides, and the one side is made into an opening side, a separable self-adhesive strip is provided on the inside wall of the opening side, two closing sides adjacent to this self-adhesive strip are connected into one piece, methods for stepped type separation and stepped type exhaustion are combined by utilizing the connecting characteristic of the closing side adjacent to the self-adhesive strip, the only opening side of the packaging bag is closed by the action of the self-adhesive strip on the inside wall, and also, air within the packaging bag is exhausted out of the bag favorably, thereby the packaging bag is flat and is not expanded, and the four sides are made into sealed state, damage of a document due to an accident or a user's carelessness can be prevented by completely protecting the document on the inside.
