PROBLEM TO BE SOLVED: To have a reset period in a power-on clear circuit even when power supply is temporarily (or instantaneously) stopped and recovered later. SOLUTION: A power-on clear circuit 30 of a semiconductor integrated circuit 200 includes: a capacitor C31 with one terminal connected to an external power supply voltage Vcc1; an N-channel MOS transistor Q31 of which the drain is connected to the other terminal of the capacitor C31, of which the source is connected to a ground potential and of which the gate is connected to the external power supply voltage Vcc1 through a resistor R31; and an inverter INV31 grade-connected to a node of the capacitor C31 and the MOS transistor Q31 and power-supply-connected between an internal power supply voltage Vcc2 and the ground potential.
