PROBLEM TO BE SOLVED: To provide a radio communication system, a control station, and a terminal station which can start a direct link (DL) protocol from a control station AP. SOLUTION: A bandwidth monitoring circuit 10 is provided with a packet transfer amount storing circuit 13 storing a packet transfer amount between terminal stations, a period counting circuit 12 generating a determination timing per predetermined time and clearing the packet transfer amount storing circuit 13 per predetermined time, and a packet transfer amount determination circuit 11 determining whether or not the packet transfer amount stored in the packet transfer amount storing circuit 13 exceeds a predetermined threshold value. A processor 20 includes a DL request AP packet generating portion 21 (direct communication request generation instructing portion) instructing (AP Request) to establish a direct link (direct communication) to a terminal station according to a communication issued by the packet transfer amount determination circuit 11 when the packet transfer amount stored in the packet transfer amount storing circuit 13 exceeds a predetermined threshold.
