PROBLEM TO BE SOLVED: To provide a system freely controlling distribution time of an e-mail on the information provider side without drastically altering the existing communication protocol. SOLUTION: The e-mail is stored, distributing destination information indicating one or more distributing destinations of the e-mail and distribution time specification information for specifying its distribution time zone are associated with each other and stored in a hard disk 14. Then, time for transmitting the e-mail stored in the hard disk 14 to the distributing destinations indicated by the distributing destination information is matched to time indicated by the distribution time specification information associated with the distributing destination information.
