PROBLEM TO BE SOLVED: To provide a method capable of easily separating/recovering oil, inorganic salts and solid residue included in PCB dechlorination sludge. SOLUTION: PCB dechlorination sludge 2 and water 3 are put into a pressure vessel 1, the pressure vessel 1 is sealed, the inside of the vessel 1 is heated up to a temperature of 100 to 374°C, in which the subcritical water state is brought about, the state is maintained for 1 to 20 min and, thus, the PCB dechlorination sludge 2 is subjected to the subcritical water treatment. Thereafter, the inside of the vessel 1 is cooled and is left standing. Thereby, the mixture of the PCB dechlorination sludge 2 and water 3 is separated into an oil layer 6, a solid content layer 7 consisting of water insoluble solid residue and a water layer 8 in which the inorganic salts are dissolved.
