PROBLEM TO BE SOLVED: To provide a method of forming an earth retaining wall forming the earth retaining wall of improved soil in a boundary area of an adjacent existing construction in carrying out basic execution for a new building in a site, and also to provide an earth retaining type frame assembly used for the same. SOLUTION: The method of forming the earth retaining wall forms the earth retaining wall along an adjacent boundary area in the adjacent existing construction ES. A groove hole with a predetermined capacity is formed by excavating soil in the ground along the adjacent boundary area per predetermined volume and displacing it. The displaced soil, a cement-based solidifying material, and a fiber material are fed into the groove hole at respective predetermined rates and mixed with added water in the groove hole to generate improved soil.
