PROBLEM TO BE SOLVED: To improve cushioning properties without damaging strengths and to make unevenness hardly occur in the flat sheet by making it possible for a force from the outside of the flat sheet to be dispersedly received. SOLUTION: The corrugated paper is provided, which has a pair of waved sheets Wa, Wb, wherein the top t of one waved sheet Wa enters the bottom s of the other waved sheet Wb and is joined, wherein the top t of the other waved sheet Wb enters the bottom s of one waved sheet Wa and is joined, wherein flat sheets Fa, Fb are bonded on the outside of each bottom s of the pair of the waved sheets Wa, Wb, wherein the pair of the waved sheets Wa, Wb are formed so that the pitches P1, P2 of the tops t may be the same, wherein the tops t and the bottoms s of the waved sheets Wa, Wb are formed to be flat, and wherein the relationship of the dimensions a, b and c satisfies the expression: b≥c>a, when the width of the tops t of the waved sheets Wa, Wb is indicated by a, the dimension between the tops t of the waved sheets Wa, Wb by b, and the width of the bottoms s of the waved sheets Wa, Wb by c.
