PROBLEM TO BE SOLVED: To provide an electric pseudo-spring water making apparatus capable of continuously making pseudo-spring water being soft water and containing a substance designated by the Hot Spring Act and low in running cost, and an electric pseudo-spring water making method. SOLUTION: The electric pseudo-spring water making apparatus is constituted so that a cation concentration chamber, a softening treatment chamber filled with a cation exchanger, an additive-containing aqueous solution passing chamber and an anion concentration chamber are arranged between an anode and a cathode in this order from the cathode side while a cation exchange membrane is arranged between the cation concentration chamber and the softening treatment chamber as well as between the softening treatment chamber and the additive-containing aqueous solution passing chamber and an anion exchange membrane is arranged between the additive-containing aqueous solution passing chamber and the anion concentration chamber.
