PROBLEM TO BE SOLVED: To provide a method for manufacturing a chemical toner which maintains an initial dissolution state or dispersion state even after a lapse of a long time since production and uses a mill base permitting stable particle formation. SOLUTION: The method for manufacturing the electrostatic charge image developing toner comprises successively performing (i) a process of manufacturing an organic solvent solution of a polyester resin, (ii) a process of manufacturing a liquid suspended with particulates of the solution in water, (iii) then a process of manufacturing a union object (B) of the particulates (A), and (iv) a process of removing the organic solvent. The polyester resin is a mixture composed of a crosslinked polyester resin (I) formed by using propylene glycol of≥60 mol% to all alcohol components and a straight chain type polyester resin (II), and the use ratio of a propylene glycol to a total alcohol component used in manufacturing the crosslinked polyester resin (I) and the straight chain type polyester resin (II) is 5 to 35mol%.
