PROBLEM TO BE SOLVED: To provide a process for preparing a recycled heated asphalt mixture with reduced energy by carrying out dehydration of recycled aggregate effectively. SOLUTION: A water-containing mixture of aggregate and asphalt transferred from upstream and to downstream is dehydrated by radiating near infrared ray having a wavelength near the wavelength resonating water molecule in the dehydration zone 14 in the upstream and radiating far infrared ray having a wavelength near the wavelength resonating solid molecules in the mixture in the heating zone 16 in the downstream for heating the dehydrated mixture to prepare a heated asphalt mixture.
