PROBLEM TO BE SOLVED: To increase the thermal efficiency of a power generation plant by remarkably reducing a daylight power consumed for condensing discharged steam after power generation. SOLUTION: With a daylight cooling water pump 1 stopped, a sherbet-like ice water is fed from an ice heat exchanger 5 to the condenser 6 of the power generation plant through an ice water circulation pipe 4a by driving an ice water circulation pump 3. Since the cooling capacity of a low temperature ice water is high, it can be reduced in size, and since the power consumption of the ice water circulation pump 3 is small, a power generation efficiency can remarkably be increased by saving power. Since ice is made with a night surplus power and stored, a power consumed by the daylight cooling water pump 1 can remarkably be saved to level the demands of daylight and night powers.
