PROBLEM TO BE SOLVED: To feed reformed gas to an internal combustion engine to the maximum extent and suppress fuel consumption. SOLUTION: The internal combustion engine 1 comprises a reformer 20 for reforming a mixture of exhaust gas and fuel and producing the modified gas containing hydrogen, a gas returning passage 10 for returning the exhaust gas or the reformed gas to an intake side of the internal combustion engine 1 and a returning flow control valve 5 for adjusting a flow rate of the exhaust gas or the reformed gas to be returned to the intake side. When only the exhaust gas is returned, the returning flow control valve 5 is controlled to provide a first gas returning rate determined according to operation condition. When the reformed gas is returned, the returning flow control valve 5 is controlled to provide a second gas returning rate which is determined according to operation condition and is larger than the first gas returning rate under the same operation condition.
