A coating material stripping agent and a coating material stripping sheet which are suitable for stripping coating materials used as finishing materials for: the outer wall, inner wall, roof, floor, or flowing of a building, e.g., a detached house, apartment house, or factory; wood for a wooden furniture, fixture, object of handwork, musical instrument, etc.; a ship or boat, e.g., a fishing boat, passenger ship, cargo ship, or pleasure boat; a vehicle, e.g., an aircraft, train, car, or bus; an industrial product, e.g., an industrial machine; a facility, e.g., a bridge, sign, or toy; etc. The coating material stripping agent is a composition comprising as major components a halogen-free high-boiling organic solvent having a boiling point of 113-230°C, a soluble organic polymer having a weight-average molecular weight of 10,000-1,000,000, and a thixotropic agent and containing substantially no halogen compounds. The coating material stripping sheet comprises the coating material stripping agent and, impregnated therewith, a sheet base comprising a fibrous material, e.g., a nonwoven fabric, and an organic film.
