A hydrophilic antimicrobial composition comprises: a) hydrophilic organic polymers selected from polyvinylalcohol (10 - 15), diethyleneglycol (5 - 8), and polyethyleneglycol (3 - 5) and with molecular weight of 4000 - 8000; b) diethyleneoctandiol (1 - 3) as smoothing agent; c) antimicrobial agent selected from acetaldehyde (1 - 2) and specific titanium compound (7 - 10) having a specific particle size and d) deionized water (50 - 70). A hydrophilic antimicrobial composition comprises: a) hydrophilic organic polymers selected from polyvinylalcohol (10 - 15), diethyleneglycol (5 - 8), and polyethyleneglycol (3 - 5) and with molecular weight of 4000 - 8000; b) diethyleneoctandiol (1 - 3) as smoothing agent; c) antimicrobial agent selected from acetaldehyde (1 - 2) and Ti(OH) x(PO 4) y-ZnO (7 - 10) having a particle size of 2x10 -12> - 9x10 -12> pm, and d) deionized water (50 - 70). x : 2 - 4; y : 1 - 4.
