<p><P>PROBLEM TO BE SOLVED: To provide a bus arbitration system for saving on power consumption and method thereof. <P>SOLUTION: The bus arbitration system has a plurality of bus masters and arbiters, the plurality of bus masters transmit a bus occupancy request signal using a clock signal, receive a permission signal in response to it, when the permission signal is activated, occupy a bus and exchange data with a slave.
