PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge, and an image forming apparatus which prevent exfoliation of a base material from a frame part to achieve reliable sealing while reducing the labor required for arranging the base material and a slide member. SOLUTION: A sponge seal member 92 of a side seal 91 is so aligned that its lower end face in the upstream side in a rotation direction of a developing roller 39 is level with a rear end face 101 of a seal arrangement part 96, on a roller counter surface 98 of a seal arrangement part 96 and is so arranged that its upper end face in the downstream side is coupled with a lower end face of a side part 88 of a blade rear seal 87. A felt seal member 93 is so arranged that its upper end part in the upstream side in the rotation direction of the developing roller 39 stretches over a lower end face of a flat spring member 57 and the sponge seal member 92 and is extended along the sponge seal member 92 and passes around to a lower surface 102 of the seal arrangement part 96 through the rear end face 101 of the seal arrangement part 96.
