PROBLEM TO BE SOLVED: To provide a technology of configuring a 10 to 18 GHz broadband electromagnetic wave absorbing body that has excellent water break against exposure to water such as rainwater so as not to deteriorate the electromagnetic absorbing performance by improving a dielectric electromagnetic wave absorbing body mainly used outdoors. SOLUTION: An electromagnetic wave absorption sheet is formed by including carbon fibers the number of which is 2.6×10<SP>7</SP>to 1.5×10<SP>8</SP>fibers/m<SP>3</SP>and each with a diameter of 10 to 20μm and a length of 30 to 60 mm to unwoven cloth as a base material of polyester fibers with fineness of 15 to 50 deniers and a volume density of 0.01 to 0.04 g/cc, and includes the electromagnetic wave absorption performance of 10 dB or over when the sheet receives an electromagnetic wave with 10 to 18 GHz and the water break performance.
