PROBLEM TO BE SOLVED: To provide a floor heating panel that can respond to either of the case where an external flow pipe is disposed on the floor and the case where it is disposed under the floor, and can reduce the cost. SOLUTION: In the floor heating panel, a body panel section P where a heat medium flow pipe 1 is arranged in a buried state is provided with a header 3 for circulating, through the heat medium flow pipe 1, a heat medium to be circulated from a heat source machine through the external flow pipes 2. The body panel section P is provided with a recessed part 8 coming from the side edge to the inside of the panel. The header 3 is disposed in a depth side place of the recessed part 8 in a state where an outside connecting opening 3o for connecting the external flow pipes 2 is faced to the opening side of the recessed part 8 and is moved back from the opening. The body panel section P is provided with a connection panel section 10 for piping having a 10 m of recessed groove for holding a header-side flow pipe 2h close to the header 3 of the external flow pipes 2, and a mark 12 indicating a cut line of a cut schedule section to be cut so as to form an arrangement space for arranging the connection panel section 10 in an incoming state.
