PROBLEM TO BE SOLVED: To provide a hard disk recorder and an information recording and reproducing apparatus capable of properly reproducing a broadcast program from an actual pause. SOLUTION: The information recording and reproducing apparatus 100 includes: a tuner 11 for receiving information representing a program during broadcasting and a time when the program is broadcast; a hard disk body 120 for recording information representing a video image of the program; a clock 15 for detecting the time; a second area of a memory 16 for recording a chapter point; a pickup device 121 for reading the information recorded on the hard disk body 120; a system control circuit 10 that controls the pickup device 121 so as to detect an address of the hard disk body 120 for recording information denoting a video image of a pause of the program by using the time detected by the clock 15 and the information denoting the time and so as to read the information of the video image received after the reception of the video image of the pause of the program by using the chapter point; and a selector 18 for outputting the information read by the pickup device 121.
