PROBLEM TO BE SOLVED: To provide a water-in-oil emulsion composition in which the constituent amphipathic lipid is stably emulsified with a low concentration of the surfactant, the constituent powder exhibits good stay on the skin and good water resistance and which gives excellent texture to the skin. SOLUTION: The water-in-oil emulsion composition comprises 0.1 to 1 mass% (A) quaternary ammonium salt type cationic surfactant represented by formula (1) (wherein R<SP>1</SP>and R<SP>2</SP>are each independently a 16 to 22C hydrocarbon group; R<SP>3</SP>and R<SP>4</SP>are each independently a 1 to 3C alkyl or hydroxyalkyl group; and X is a salt-forming anion), (B) an amphipathic lipid, (C) a dihydric or trihydric alcohol, (D) a powder, and (E) water.
