<P>PROBLEM TO BE SOLVED: To appropriately perform changeover in a short time by simplifying the determination of the changeover between an active system and a reserve system. <P>SOLUTION: The two multiplex/separation parts of the active system and the reserve system are prepared at each one of a plurality of optical transmission devices constituting a system. The active system and the reserver system are changed over by obtaining synchronization between the respective optical transmission devices so as to select one of the active and reserve systems in the whole system. Each slave device collects optical line fault information respectively concerning the active and reserve systems and transmits the information to a main device. The main device collects the optical line fault information respectively concerning the active and reserve systems and aggregates the information and the fault information transmitted from each slave device by each slave device. The main device converts the aggregated fault information respectively into point information and performs tabulation and comparison concerning the active and reserve systems.
