<P>PROBLEM TO BE SOLVED: To provide a system and a method for recovering carbon dioxide in exhaust gas regenerating an alkaline solution without using a large amount of steam of a power generation boiler, and circulating the alkaline solution to an absorbing apparatus and a regeneration apparatus through independent circulation lines, respectively. <P>SOLUTION: The alkaline solution circulation line circulating the alkaline solution discharged from an alkaline solution discharge port 101 of an absorbing column 100; and the alkaline solution circulation line circulating the regenerated alkaline solution discharged from a regenerated alkaline solution discharge port 111 of a regeneration column 110, releasing carbon dioxide and regenerating the alkaline solution, are independently provided.
