<P>PROBLEM TO BE SOLVED: To surely prevent the forgery of securities or a bill or the like while mitigating the inconvenience that output time is delayed because processing for discriminating an inhibited image is performed. <P>SOLUTION: When receiving an output instruction, processing for discriminating an image whether or not the inhibited image is included in the image to be outputted is started and also a motor is allowed to start recording paper feeding operation. When the result of discrimination that the inhibited image is included is obtained by the processing for discriminating the image thereafter, a transfer device is controlled so that a transfer process to recording paper may not be normally performed.
