<P>PROBLEM TO BE SOLVED: To compatibly establish start of an internal combustion engine and drive of an accessory by sufficiently utilizing capacity of a battery. <P>SOLUTION: If electric power margin Wb1 which can be output from the battery with excluding electric power necessary for starting the engine is predetermined electric power which is electric power of the battery necessary for driving all of a plurality of accessories which are given order of priority beforehand or higher at a time of engine start, the engine is started without restriction of drive of the accessories. If the electric power margin Wb1 is less than the predetermined electric power Wb1, the engine is started with prohibiting drive of the accessories of lower priority as electric power margin Wb1 is smaller and prohibition of drive of the accessories is released when start is completed.
