PROBLEM TO BE SOLVED: To provide a heat radiation device which is low in noise and is good in radiation efficiency and to provide its method. SOLUTION: A plurality of radiation fins (40) are located so that a plurality of radiation notches (42) and noise-reducing notches(43) are formed, laminated around centrifugal fans (3), and the noise-reducing notches (43) are located according to an area of the centrifugal fans (3) of a high airflow, and the opening of the noise-reducing notches (43) are located to reduce the noise so that the relatively larger airflow of the centrifugal fans (3) sufficiently flow.
